Manages and administers the daily activities of the Operations Section to ensure the efficient and timely delivery of service, including the public timetable, school buses, sightseeing, charters service and special bus operations.
Manages the supervision and coordination of the daily manpower assignments with vehicle allocations.
Responsible for the human resources management activities within supervisory remit, including interviews, recruitment of staff, orientation, training, advice and guidance, recommendations for promotion, disciplinary measures etc., in accordance with the appropriate collective bargaining agreement and the Conditions of Employment and Code of Conduct.
Ensures that forward job plans, performance appraisals and probationary reports are completed in a timely manner and that officers receive feedback on their appraisals/reports so that, in cases where improvements in performance are necessary, corrective action can be taken.
Maintains an awareness of new developments in training, locally and overseas and ensures that a continuing assessment of approved staff training courses, workshops, seminars, etc. is implemented, coordinated and monitored.
Administers the Bermuda Industrial Union Agreement and the Bermuda Public Services Union Agreement in conjunction with the Conditions of Employment and Code of Conduct within the Operations Section, including disciplinary actions and grievance procedures up to and including the grievance committee.
Monitors the demand level of all scheduled services, implementing temporary additional services and recommending permanent service level adjustments to the Assistant Director, Operations.
Monitors and authorizes all overtime for Operations Section staff within budget.
Ensures that staff members perform assigned tasks in an efficient and timely manner, and in accordance with established procedures. Ensures that employees are trained and updated on procedures and/or new equipment.
Ensures the efficient organization and processing of pick of work and vacation and provides for an unbiased allocation of overtime.
Maintains an effective record of client compliments, vacation, sick, complaints, discipline, etc. associated with subordinate staff.
Ensures section compliance with funded budget as practicable.
Undertakes other related management and supervision duties as directed by the Assistant Director, Operations.
Functions as the operational technical advisor for the DPT when consultation is required by other Government Departments and outside agencies. Originates correspondence dealing with the Operations Section.
Responds to public complaints (personal, verbal and/or written) concerning the Operations Section. Establishes the merits of all complaints, and either enforces existing procedures or recommends changes in the procedures to the Assistant Director, Operations.
Prepares annual vacation schedule for all Operations employees and recommends manpower levels for the annual budget, in conjunction with the Assistant Director, Operations.
Verifies the weekly payroll input documents for all operational employees. Provides responses to queries from the Internal Audit Department regarding payroll inputs.
Prepares weekly and monthly statistical reports on the activities of the Operations Section for submission to the Director and Assistant Director, Operations.
Prepares budget for Operations Section in conjunction with the Assistant Director, Operations and the Departmental Comptroller.
Undertakes other related administrative duties as directed by the Assistant Director, Operations.
Serves on the Bermuda Industrial Union and Bermuda Public Services Union Joint Consultative Committee and the Occupational Safety and Health Committee.
Participates as a member of the DPT Interview Committee in connection with the hiring employees when needed.
